Description:The Free Speech and Democracy Film Contest is open to American filmmakers age 19 and younger. To be eligible, you must submit an original film (4 minutes maximum; DVD or VHS) that answers the question, "Does free speech matter?" The film can be a documentary, animated film, experimental film, music video, public service announcement, etc. You must also submit a narrative explaining your creative process and ideas behind your work. Films will be judged on content, artistic and technical merit, and creativity by a panel of renowned writers and artists, such as author Judy Blume and playwright Tony Kushner.

The National Coalition Against Censorship (NCAC), founded in 1974, is an alliance of 50 national non-profit organizations, including literary, artistic, religious, educational, professional, labor, and civil liberties groups. United by a conviction that freedom of thought, inquiry, and expression must be defended, we work to educate our own members and the public at large about the dangers of censorship and how to oppose them.

NCAC's Purpose


• To promote and defend First Amendment values of freedom of thought, inquiry and expression.
• To oppose restraints on open communication and to support access to information.
• To encourage, support and coordinate activities of national organizations in opposition to censorship.
• To encourage understanding that restrictions on the free interchange of ideas threaten religious, moral, political, artistic and intellectual freedom.

Other Requirements:Free Speech and Democracy Film Contest Rules

1. All films must be on DVD+R, DVD-R, or VHS format.

2. Films cannot exceed four minutes, including credits.

3. All films must be produced this year and address this year's question.

4. All members of the filmmaking crew must be age 19 or younger on the day the film is submitted. If working under the direction of a teacher, mentor, or parent, that person must describe his/her role in detail. *

5. All entries must be accompanied by a page-long written report that explains the intent in making the film, the creative process, and technical accomplishments. All participants should be identified and their roles in the film stated.

6. Filmmakers must either be current or permanent residents of the United States or its territories (such as Puerto Rico) or be U.S. citizens living abroad.

7. All entries must be postmarked no later than Monday, August 13, 2007.

* For each winning entry, two airline tickets and lodging will be provided.
