The members of the Foreign Service are like the olive branches in the right talon of the American eagle, advising the president and Secretary of State about foreign relations and carrying out the president's foreign policies. The Foreign Service is our nation’s “First Line of Defense,” promoting and defending America’s critical interests around the globe. The members of the military service are like the arrows in the eagle's left talon, safeguarding our nation’s security around the world. Although these two groups work together and are both essential in order to promote and defend the national interest of the United States, the Foreign Service is not as well known as the military service.

A major objective of this contest is to help you and other young Americans better understand how the men and women of the Foreign Service serve and defend our critical national interests around the globe, possibly leading many participants to consider international careers in service to our country..

2011 Essay Topic

In 1,000-1,250 words, discuss the following topic:

You are the U.S. Ambassador to one of the nations listed below. Explain what you would do, using the resources available to you as Ambassador as well as to the Foreign Service employees at your post, to improve the relations between the U.S. and your country of choice, and how the major foreign policy differences between the nations might best be handled in our national interest.

The nations on which you may choose to focus are:

-China
-Russia
-Pakistan
-Turkey
-Zimbabwe
-Mexico

Some Guidelines:

-This paper requires that you research two issues: First, what are the resources an Ambassador and the Foreign Service possess in carrying out U.S. foreign policy abroad? Second, what are the major issues of contention between the U.S. and the nation you have chosen to focus on?

-Keep in mind the Foreign Service-related U.S. national interests include, among other issues: national security, countering terrorism, protection of American citizens, human rights, democratization, free market economics, free trade, sustainable economic development, foreign aid, commercial interests, agricultural promotion and trade, and international broadcasting.

-You may want to read up on the Foreign Service. A good way to start is AFSA’s book, “Inside a U.S. Embassy.”

Other Requirements:All students in grades nine through 12 attending a public, private, parochial school, home school or participating in a high school correspondence program in any of the 50 states, the District of Columbia, or U.S. territories, or, if they are U.S. citizens attending schools overseas, are eligible.

Students whose parents are members of the United States Foreign Service or have served on the Advisory Committee are not eligible.

Guidelines

1. Submit four copies of an original work in English on the designated topic.

DEADLINE: April 15

2. Submit four copies of a comprehensive list of sources consulted, as well as one completed registration form signed by you and your teacher.

3. All submissions must include a word count, excluding the list of sources and the registration form.

4. Entries must be typed, double-spaced, in 12-point Times New Roman or an equivalent font with a one-inch margin on all sides of the page. Standards of content and style from MLA Handbook for Writers of Research Papers, 6th ed., will be expected for (1) documentation of sources in the text of your essay (see chapter 5); (2) the format of the list of works cited (see sample page at end of the MLA Handbook); and (3) margins and indentation (see sample page also at end of Handbook).

5. Submit four collated copies of your essay, with title page, numbered and including sources.

6. Attach and staple one registration form to your completed essay.

7. You must include your name, home address, phone number, an e-mail address and the name and address of your school and/or sponsor. You and your teacher must sign this registration form.

8. E-MAILED OR FAXED APPLICATIONS ARE NOT ACCEPTABLE!

9. Do not place your name or your school's name on any of the pages of the essay.

10. Your essay will be disqualified if it does not meet the requirements or is postmarked after the submission date of April 15, 2008.

Mail four legible, collated copies of your essay, with a title and pages numbered, all attached to one copy of your registration form, to:
